Singapore's new immigration regulations: Passport-free travel gradually implemented
July 31, 2024, Singapore Immigration & Checkpoints Authority announced the launch of two new clearance modes: Eligible travelers can clear immigration at airports and sea checkpoints simply by scanning their faces and irises; travelers clearing immigration at land checkpoints can use a QR code instead of a passport. Singapore will be the first country in the world to implement passport-free clearance on a large scale.

From August 5, 2024, the Singapore Immigration & Checkpoints Authority will be at Changi Airport Terminal 3 (T3) piloting a system that allows Singapore residents to enter the country by scanning their faces and irises without showing their passports. This measure is expected to be fully implemented at all Changi Airport terminals by the end of September 2024, at which time all departing passengers will also be able to clear immigration without a passport.
The authority reminds travelers that they should still carry their passports, as they may still be required to present them when entering or leaving foreign checkpoints, and immigration officers may request to see passports to verify identity when necessary.
Travelers who can use passport-free clearance at sea and air checkpoints include citizens, permanent residents, long-term pass holders entering and exiting, as well as departing foreign travelers. The authority estimates that after the full implementation of passport-free clearance, sea and air checkpoints can save 40% of clearance time.
In addition to Changi Airport, the Singapore Marina Bay Cruise Centre is expected to implement the passport-free clearance mode by the end of 2024. Tanah Merah Ferry Terminal and Seletar Airport will follow suit in 2025, and the Singapore Cruise Centre will be operational in mid-2026.
