MITI Launches Steel Industry Roadmap 2035 to Revamp Sector

On September 29, 2025, Malaysia’s Ministry of Investment, Trade and Industry (MITI) has unveiled its Steel Industry Roadmap 2035 (SIR2035), which outlines 15 strategies over multiple phases to stabilize, restructure, and transform the steel industry.
In the near term (next two years), the focus is on stabilization: managing excess capacity, restructuring licensing frameworks, combating illegal operators, securing domestic raw material supplies, and laying groundwork for decarbonisation. During 2027–2035, the emphasis shifts toward transformation by accelerating carbon mechanism implementation, developing low-carbon production infrastructure and standards, and reinvesting in new technologies. The roadmap envisions a fully green steel industry by 2050.
The roadmap also flags a major threat: projected upstream capacity of 40.8 million tonnes by 2030 versus domestic demand of only 14.7 million tonnes, highlighting overcapacity challenges.
