Malaysia to Introduce Non-Employment Injury Scheme to Protect Workers Beyond Office Hours

On September 29, 2025, Malaysia will soon launch a Non-Employment Injury Scheme to ensure workers are protected beyond standard working hours, Prime Minister Datuk Seri Anwar Ibrahim announced. The move addresses realities of modern work patterns where injury risk does not stop at the office gate.

“We want to extend protection around the clock because accidents and injuries do not keep to a timetable,” Prime Minister Anwar said during his keynote address at the World Social Security Forum 2025.

He added that the government is integrating digital systems into the scheme to enhance delivery and coverage—even to remote communities. He stressed that true prosperity is measured by the dignity of citizens, not skyscrapers or GDP alone.

At FOZL, we see this reform as a pivotal shift in Malaysia’s social protection framework. For companies employing workforce models across sectors like logistics, gig services, and outsourcing, this policy change demands proactive readiness. With our presence in Singapore, Malaysia, China, Germany, and Indonesia, FOZL is positioned to help businesses interpret new compliance requirements and adjust operations ahead of implementation.
